AHI Partners on NDAA Amendments to Support US-Greece-Cyprus-Israeli Security Relations & Hold Turkey Accountable for Injustices; Also Advocates for Related Legislation

 
 

WASHINGTON - The American Hellenic Institute has partnered with Rep. Dan Goldman (D-NY), Rep. Josh Gottheimer (D-NJ), Rep. Nicole Malliotakis (R-NY), Rep. Thomas Kean Jr. (R-NJ), and Rep. Keith Self (R-TX) to initiate four pieces of legislation for the National Defense Authorization Act of 2026. These amendments would provide support for the “3+1” multilateral structure between the United States, Greece, the Republic of Cyprus, and Israel, and would hold Turkey accountable for actions taken against U.S. interests, including the occupation of the Republic of Cyprus.

All four amendments have been endorsed by HALC (Hellenic American Leadership Council), FDD (Foundation for Defense of Democracies), and AJC (American Jewish Committee).

The following is a description of each amendment provided by the House Rules Committee:

Amendment #239: Requires a report on the Government of Turkey's relationship with Hamas and its affiliates, including financial, political and military assistance.

Amendment #353: Establishes a counterterrorism and maritime security partnership. The amendment also authorizes appropriations for new facilities and equipment at key locations in Greece and the Republic of Cyprus. Identical to H.R. 2510, the "American-Hellenic-Israeli Eastern Mediterranean Counterterrorism and Maritime Security Partnership Act of 2025."

Amendment #510: Prohibits the transfer or license of any defense articles or services to Turkey until the Secretary of State, with the concurrence of the Secretary of Defense, provides a report to Congress detailing the steps taken to ensure that Turkey is no longer violating the sovereignty of any member of NATO, a major non-NATO ally, or Cyprus; the steps taken to prevent Turkey from purchasing defense systems from U.S. adversaries; the steps taken to prevent the use of U.S. arms to facilitate the occupation of Cyprus; and the steps taken by Turkey to prevent future attacks on U.S. servicemembers or their families. The report requirement sunsets once the President certifies to Congress that Turkey is no longer violating the sovereignty of any member of NATO, a major non-NATO ally, or Cyprus.

Amendment #771: Requires a report on the security impacts of Turkey's illegal occupation of Cyprus to the US, its allies (UK, Israel, and Greece), and partners (Cyprus) — including the presence of foreign terrorist organizations, past terror attacks and attempts, and threats to military installations and personnel.

In addition to the legislation it initiated, AHI has also advocated for Members of Congress to cosponsor the following amendments for the NDAA:

Amendment #12: Ensures Israel’s Qualitative Military Edge against Turkey.

Amendment #41: Requires the Department of Defense and Secretary of State to issue a report assessing the Turkish Government's activities in Syria, Iraq, and Turkey and whether those actions support terrorist organizations, money laundering, and/or contribute to humanitarian crises among civilians of those nations.

Amendment #42: Requires the Department of Defense and Secretary of State to issue a report on Turkish-Iranian cooperation to evade sanctions imposed by the United States.

Amendment #44: Prevents the sale or license for the export of F-35 aircraft to the Government of Turkey unless the President certifies such sale is in the national interest of the U.S. among other prerequisites.

Amendment #136: Requires a report on the security relationship between the United States and Greece.

Amendment #157: Prohibits the sale or license for the export of F-16 aircraft or F-16 aircraft upgrade technology to the Government of Turkey unless the President certifies such transfer is in the national interest of the United States, among other prerequisites.

Amendment #311: Requires the Secretary of Defense to certify yearly that the Government of Azerbaijan has taken meaningful steps toward recognizing the sovereignty of Armenia. If such certification is not possible, the Secretary must issue a report assess the threats to Armenia and determine the defense needs of Armenia and find recommendations for United States security assistance for Armenia to address those defense needs.
