American-Hellenic-Israeli Security Act Reaches Double-Digit Co-Sponsorship

WASHINGTON - H.R.2510: The American-Hellenic-Israeli Eastern Mediterranean Counterterrorism & Maritime Security Partnership Act of 2025 has reached double-digit bipartisan co-sponsorship in the U.S. House of Representatives. This bill, initiated by the American Hellenic Institute, would be the third piece of legislation to support the “3+1” partnership between Greece, the Republic of Cyprus, Israel, and the United States. As of June 13, 2025, the following Members of Congress have co-sponsored H.R. 2510:

Core provisions of the bill include:

  • Eliminates the embargo on arm sales to the Republic of Cyprus by removing remaining legislative restrictions.

  • Eliminates the scheduled expiration of the 3+1 Congressional Interparliamentary Group.

  • Establishes a security subcomponent of the 3+1 Congressional Interparliamentary Group.

  • Establishes a 3+1 executive security group.

  • Creates a 3+1 counterterrorism training structure - CERBERUS (Counterterrorism Education for Readiness Building in the East-Mediterranean Region to Unify Security),

  • Creates a 3+1 maritime security training structure - TRIREME (Training and Readiness Initiative for Regional East-Mediterranean Maritime-Security Enforcement)

  • Authorizes funding for counterterrorism training upgrades to CYCLOPS (Cyprus Center for Land, Open-seas, and Port Security).

  • Authorizes funding for maritime security training upgrades to the Hellenic Navy Base at Souda Bay, Crete.

  • Authorizes increased funding for International Military Education and Training (IMET) for Greece, the Republic of Cyprus, and Israel.

  • Directs the Department of Defense to create a 3+1 counterterrorism cooperation strategy.

  • Directs the Department of Defense to create a 3+1 maritime security cooperation strategy.

The introduction of this new legislation follows the success of The Eastern Mediterranean Security and Energy Partnership Act of 2019 sections of The Further Consolidated Appropriations Act of 2020 and The United States-Greece Defense and Interparliamentary Partnership Act of 2021 sections of The National Defense Authorization Act of Fiscal Year 2022, both of which supported the “3+1” partnership and were co-led by Secretary of State Marco Rubio during his time serving as a U.S. Senator. H.R. 2510 is the 3rd bill introduced in 7 years that is exclusively related to the 3+1 structure.
