Rep. Goldman & AHI Continue Next Step in Holding Turkey Accountable for Support to Hamas

U.S. Representative Dan Goldman (D-NY)

WASHINGTON - On August 27, 2025, U.S. Representative Dan Goldman (D-NY) submitted an amendment for the 2025 National Defense Authorization Act that would require the Director of National Intelligence to coordinate with the Secretary of Defense, the Secretary of the Treasury, and the Secretary of State, to submit a report to Congress on the relationship between Turkey and Hamas. This next step to addressing the relation between Turkey and Hamas follows sustained advocacy from the American Hellenic Institute and collaboration with the office of Rep. Goldman to address this issue.

Rep. Josh Gottheimer (D-NJ), Keith Self (R-TX), Nicole Malliotakis (R-NY), and Thomas Kean Jr. (R-NJ) co-led the amendment, which has received the support of AIPAC (The American Israel Public Affairs Committee), FDD (Foundation for Defense of Democracies), and HALC (Hellenic American Leadership Council).

The amendment specifically inquires if Turkey has reasonable knowledge that terrorists are operating in the occupied area of the Republic of Cyprus.

Previously, Members of Congress wrote to former Secretary of State Antony Blinken on four occasions requesting a response to Turkey’s support of Hamas and other terrorist organizations.

Last year, a classified briefing was provided to over a dozen Members of Congress following a congressional letter to ODNI led by Rep. Goldman and AHI. This letter was co-led by Rep. Josh Gottheimer (D-NJ), Rep. Gus Bilirakis (R-FL), Rep. Nicole Malliotakis (R-NY) and supported by the ADL (Anti-Defamation League), American Jewish Committee (AJC), Jewish Institute for National Security of America (JINSA), and FDD Action. It received media coverage in prominent U.S. media outlets, including The Hill and Politico, as well as in Greek media including To Vima.

AHI Legislative Director Alexander Christofor stated "Our previous efforts last year to address Turkey’s reported support of terrorist organizations was an important first step on this issue. I’m proud to see Congress continue to push for Turkey to be held accountable for its actions through the leadership of Rep. Dan Goldman. Americans must be informed about the true extent of Turkey’s role in supporting Hamas and other terrorist groups.”
